The map is a lock, not a mood. One cell, one number, 0–100, against the standard. Read a country the same way we do: practical, structural, cultural. Win all three.

El mapa es un cerrojo, no un humor. Una celda, un número, 0–100, contra el estándar. Lee un país como lo leemos nosotros: práctico, estructural, cultural. Hay que ganar los tres.

Vertical	Question	On this site
Practical	Can a firm operate and compound? Can people use the pipe?	Not a score. The audit is money: real wages, diversified investment, not a hotel rent. Named on the country brief when the statute looks clean and the pipe is still blocked.
Structural	Can a later government take that pipe back?	The number. Law versus the standard: text, hardness, carve-outs, courts. The issues map and the rank.
Cultural	Will people defend the lock when it costs them?	Not a score. If this vertical is the hole, we work in-country before we write text. No vibe rank.

Practical gets the takeoff. Structural keeps it. Cultural makes it ours. A country can compound with a flawed politics. It does not get a higher ceiling, or keep the gains, if the lock is soft and no one will defend it.

What the number is

Lock versus a fixed standard. Not this year’s climate. Not a press ranking. Not how we feel about the president. Where the lock is not scored yet, the cell uses another group’s index and says so.

Qué no es el número

There is no blended “freedom score” for a country. Averaging speech with property hides the binding constraint. South Korea in 1975 would have looked unfinished on voice and still been in the middle of a historic rise in living standards. Cuba is low on the platform bars and the voice bars. Those are different facts. Keep them apart.

No hay un “puntaje de libertad” mezclado por país. Promediar expresión con propiedad esconde la restricción que ata. Corea del Sur en 1975 se habría visto incompleta en voz y aun así estaba en medio de una subida histórica del nivel de vida. Cuba está baja en las barras de plataforma y en las de voz. Son hechos distintos. Sepáralos.

Voice	Speech. Assembly. Privacy.	Whether the platform survives the next cabinet. Speech is the hardest U.S. lock on this list. It is not the takeoff machine.

Money, over a decade, is how we know the standard was the right one. Tourism GNI and oil GNI do not count as transformation.

Binding constraint

La restricción que ata

On a country page the binding lock is the lowest scored bar, not the average. Work there. If the statute is fine and a firm still cannot hire or ship, that is a practical hole: name it, do not invent a sixth climate score.

En la página de un país el cerrojo que ata es la barra más baja con cifra, no el promedio. Se trabaja ahí. Si el estatuto está bien y una empresa aún no puede contratar o exportar, eso es un hueco práctico: nómbralo, no inventes un sexto puntaje de clima.

A first-pass cell is a stand-in until that issue is scored with the same four tests as speech. A blank cell means the named source does not publish that country.

Four tests. Equal weight. Read the constitution, the amendment rule, the criminal and emergency code, and whether a court will void a punishment. Not the year’s climate. Not a platform ban.
